If you login and go to Accounting>Taxes and you don't see the tax program, it is because you do not have correct privileges in your club to do that. You need Treasurer or Administrator privileges.
This is how one of your current officers needs to change yours if you are supposed to have them:
Just a note that they shouldn't downgrade their own privileges until they have upgraded yours. In fact it is good practice for more than one person in your club to have Administrator or Treasurer privileges. It is fine to have that.
