Mailing of tax forms to IRS and state agency
What are the recommended method of mailing the tax forms,

First Class
First Class with Certified

My State return ended up at 15.9 ounces which I guess does not qualified for First class.

Priority mail ?
Priority mail with Certified?

Priority mail flat envelope rate?
All tax documents should be mailed by first class, certified mail or priority, certified mail. Priority mail alone does not provide the same documentation as certified mail. There are equivalent services provided by Fedex/UPS, but not every service qualifies. The key point is that you need to use a method that the tax authority will accept as providing proof of mailing should the return get lost by the post office/delivery service. See the instructions for Form 1065 for a complete list of acceptable methods for documenting timely filing.
