member privileges

When withdrawing a member last year, I did not mark her as
withdrawn. However, now I would like to change her privilege
from member to withdrawn. How do I accomplish that?

Just process another withdrawal for her. The withdrawal entry sheet will show her with $0 value and when saved it will remove her access to the club's records.

When we have a member withdraw I continue to give them access to bivio until they get their K-1 for that tax year.
