The system was set up as it was to cover situations where clubs deleted files by mistake. When they are put into an archived folder, it gives an opportunity to restore them.
To overcome the other issue you described, I'd recommend you put a date in the file name to indicate when it was last updated. ie. 2020_10_21_Meeting_Minutes
That way your files will also be listed in date order.
